CSA VA grave markers are for Confederate veterans who served honorably, not for family members. Further more, modern applications have to specify that no other marker is in place.

You may be confusing this with Confederate and widow pensions which were provided only for those disabled or indigent.

A Galvanized Yankee is a former Confederate soldier who later served in the Federal Army. He was just as eligible for a pension as any other US soldier.
