Davis made a comment on the letter, a question, and the rest of the communication would have most probably been verbal between Seddon and Davis. Davis returned the endorsed letter because it belonged to Seddon for his records. Had it been sent to Davis direct, it would have gone to Davis' records, and most probably sent to Seddon for endorsement. Common practice of military correspondence like this is for it to be forwarded to all those required to know the information and returned to be filed. Davis' comment was telling and interesting but common practice to be sure. I'm very sure any displeasement by the President to the Sec. of War would have made it back to Johnston, and you'll notice right after his initial letter he gives more details of his actions to Seddon in later letters.
