At least in early May 1863 Seddon gave Johnston his direct orders in the Vicksburg matters, and since he was the ordering official Johnston had to report to him directly concerning his progress on those orders. All other concerns, while in the field, went to headquarters via Cooper A & IG. On the Davis rejection I would have to see which one to give comment.
