George --

Where staff records can be found depends on the War Department clerk who filed them. Sometimes all of them will be found with different military commands to which the officer was assigned. Sometimes all of them will be found with M331, Compiled Military Service Records of Confederate General and Staff Officers, and Non-Regimental Enlisted Men, under the officer's name. Usually parts of them are found in both places.

Staff officers reported to and received assignments from their service department in Richmond VA. For instance, medical officers such as surgeons and assistant surgeons reported to the Medical Director's office. They served with a particular regiment or battalion until relieved and ordered to report to another command or a hospital or a military post.

We can make copies of all records mentioned above here --
