I found the following information which suggests he saw prior service as a Private. Obtaining a copy of his service record files for these two units may show if he transferred one to another and then into Commissioned service.

Jeptha Vining Harris (1839-1914) was born in South Carolina and grew up in North Carolina and Mississippi. After college and medical school, he served as a surgeon in the Confederate army and navy. Later, he settled in Key West where he served as the collector of customs, both working and living at the Custom House, which now stands at 124 Duval Street. After a while, he renewed his medical practice, living and working at 217 Durval Street, building currently housing Cheeseburer Key West. Harris also worked to improve the early public school system and served as its superintendent. Harris School, build in 1909 on Southard Street, was named for him. He is buried in the Key West Cemetery.
