A brief bio of Jeffrey Forrest is included in Bruce Allardice's excellent book More Generals in Gray. He states that while some claim he was promoted to Brigadier General he actually was a Colonel. Mr. Allardice post here on our boards and I am sure he will help you as far as he can.
