This is an officer in frock coat. I believe likely Lt. Colonel or above in rank as the shoulder boaords have a dark interior. The Sword also says officer. Do you have any potential last names? The most distinguishing item is he is wearing a true Kepi hat, not a forage hat, and the emblem on the hat is not that of infantry that I'm aware of.
