GAR stands for Grand Army of the Republic, an organization formed by Union Army officers after the Civil War. As to the nature of the plate, I can't say if it was a grave marker or other decorative plate. I would presume that it refers to the individual being a Union Vet serving in the war.

Perhaps others more familiar with the GAR and its uccessor organizations may be able to shed more light on the actual use of the plate.

If you give us the name of the individual, where he was from and a birth or death date (or close guess) we may be able to figure out what he did during the war for you.
