Matt: The C. Franklin is Cyrus Franklin. He commanded a regiment in the 2nd Division, Missouri State Guard, and then in the summer of 1862, recruited and commanded the short-lived 2nd Northeast Missouri Cavalry Regiment, CSA. That regiment was disbanded shortly after it was organized, as there was no way to get an intact regiment across the Missouri River to Arkansas. The Confederate authorities intended to consolidate the 1st and 2nd Northeast Missouri Cavalry Regiments into the 7th Missouri Infantry Regiment, but that consolidation never occurred. In the weeks just before the battle of Helena, AR (4 Jul 1863), Franklin showed up with a handful of men which were incorporated into other units. He never commanded any type of unit thereafter to my knowledge. His letter criticizing Marmaduke and Shelby can be found in the Official Records, although I do not recall which volume contains it.

Bruce Allardice can doubtless tell you more about Franklin than anyone else I know.
