Matt, I am not sure if this will be of much help to your research, but I have often wondered if what I had discovered had a direct effect upon Shelby going to Mexico.
In the Greene County Archives, Springfield, Mo. I have seen specific documents indicting Jo Shelby for murder dated in late 1866 for the court district of southwest Missouri. The documents are there in specific folders. Additionally the affadavits are a bit difficult to read due to being faded; but primararily it has much to do with Shelby's Raid in October 1863, the murder of prisoners at Neosho, The Burning of Bowers mills etc. Finally I do have a copy of a letter that is in Jo Shelby's hand dated March 10, 1865 asking Governor Reynolds to affix the great Seal of Missouri testimony and a statement by Govenor Reynolds that in effect absolves Marmaduke and Shelby of any wrong doing during their various raids. So far as I know there was no response to this document by Reynolds, at least in writing.

I would be glad to post this document on the site for review by everyone if the desire is there.
