The Partisan Ranger Act was repealed by the Confederate Congress on February 17, 1864 after pressure from Gen. Robert E. Lee and since the Federal army did not recognize partisans as regular army personel.
Only Mosby's Rangers and McNeill's Rangers in western Virginia were exempt from the repeal because they exercised military discipline in conducting warfare independent of the regular army units.
