Hello. I have no way of knowing but I would think it would have been a job for trustworthy people.
In other words I would think it was the ones that the military could count on to get the supplies and then make it back. The supplies were so greatly needed, that it had to be people who were responsible as so much was weighing on them.
I knew the later generations that descendend form the man and they were all rock solid, tax paying productive people.
