Neil I think the rank was bestowed by Gov Fletcher's efforts as part of the organization of the 1865 Missouri Militia. The Union brass in the OR refer to him as Colonel in early 1865 and I don't think that would have happened if it was a Cracker Jack Box rank. With that said I don't believe he ever commanded a regiment, his health may have precluded it. JJR
