I can't speak to the general rule or practice, but of the four men I referenced, the first three--Jesse Dykes, David Hampshire, and George S. Miller--all got pensions. The fourth, the 66 year old Silas Turner, died in 1872 at age 75. There is no record of his having applied for one. Tom Jones
