Here is a lead for you. Enos Craig was the jail keeper of the military "prison" in St Joseph for the time involved. It appears he moved himself and prisoners to St. Louis likely due to the disruptions occurring in the fall of 64 in NW MO.

In any case he must have been one of the rare fastidious record keepers because he turned in quite a bit of info and expense reports when he got to St. Louis.
