Could Furloughed Union Soldier's Travel Armed?

Hi all,
I've come across a couple records stating that when traveling on trains through Missouri while on furlough, Union soldiers were barred from carrying their weapons. Needless to say, I'm skeptical of these claims as the sources are newspaper and postwar remembrances that I've been unable to corroborate with any official record (i.e. orders in an Adjutant General's Report's, mention in Provost Marshall Papers, General Assembly statements, etc.). If you've come across such an order/law in any type of military or government record, you'd have my thanks in posting the detailed reference.
