Brig. Gen. Thos. Ewing, Jr.

Ewing relieved Brig. Gen. C. B. Fisk in the Dept. of the Missouri by G. O. No. 45 March 25, 1864 per Official Records Series I Vol. 34 Part II pg. 731. In an earlier entry of March 15, 1864 Rosecrans to Curtis March 15, 1864, OR Vol 34 Part II pg. 621, Rosecrans states that "in arranging matters in the Northwest [Missouri] there are political reasons why Ewing will be non available just at this time. I have therefore taken the liberty of ordering him on duty here [St. Louis]. The order not being issued is held for your consent."
Can someone comment as to why Ewing was not available for duty in MW Missouri and the "political reason." ?
