I found the draft list, but I still can't find the free online version I found last spring. The draft list is online at Ancestry.com or at National Archives: Consolidated Lists of Civil War Draft Registrations 1863-1865. It is sorted by Congressional District, men in Category I (20-35, or 36-45 and unmarried) and Category II (everyone else). When I looked through some pages of men from Bates County, some of the entries are annotated with "rebel" or "gone to bush." NARA Regional offices have copies of the original draft registrations and they have some extra info. that is not in the consolidated list form. The consolidated lists combine the four drafts between 1863-1865. There were 6 MO congressional districts in 1863.
