Flag Draped Obelisk

I have recently been made aware of a very nice yet not so very well maintained civil war era family gravesite in rural northeast Missouri. It contains a very nice very tall (9' or 10') flaged draped Obelisk with a very readible inscription that includes name, rank and dates of birth and death for the family patriarch and civil war (MSG/CSA) veteran officer. It also includes numerous (12 or 15) other gravestones of civil war era people. Most of the stones are alligned and face east, but some, face south. I do not know what to do. My friend owns the land. He loves the site and respects the heritage of it. He wants to preserve it, but he does not know what to do either. We are afraid of making this site public. My friend's father was reluctant to do anything with it out of his concerns about grave robbers and vandals. We still don't trust our DamnYankee and carpet-bagger progeny neighbors around here. Whom should I approach about this very real Southern Missouri treasure?
