Given John Mears census and marriage record it would appear he was in White Co. IL during the time of the war.

NPS and State of IL Adj Gen databases record a John Mears in the 14th Illinois Cav. His residence however is listed as Chicago and he mustered in in Chicago. Company H of the 14th was raised in White County. There is no record of John Mears of Chicago ever being rostered with Co H. Searching using the alternative spelling of the name as in the 1860 census yields less likely results.
