"Colonel" James L Bowen

Colonel James Bowen: I'm trying to find when and where a James L Bowen was made an honorary Colonel during the Civil War. We know he was born in Medina NY, moved to Baton Rouge, campaigned for Breckenridge in the 1860 election and moved to Grantham Canada after the war. He is buried in the Victoria Lawn Cemetery St. Catharines Ont. Canada. Any help greatly appreciated.
