President Johnson issued a blanket pardon to all ex-Confederates at the end of his term. Individual states enacted laws subsequently that "disabled" ex-Confederates from certain political activities. Sounds like the State of Kansas had a set of these laws. It has been my understanding that Missouri's laws against ex-Confederates bordered on draconian. Never thought about Kansas.
