Cpt.H.M.U.C. Brown

Unable to locate much information about Cpt. Brown. One question I have is what was his real name, and was he associated with Brown's Plantation located near Bayou Goula ? Cpt. Brown fought 3 skirmishes in this vicinity from March 9- March 12 1865, and was wounded in one of these engagements. Cpt. Brown and 5 officers surrender 5.15.1865 at Donaldsonville,La.. Gen. Robert A. Cameron claims Brown ran an illegitimate,unauthorized force and should have been arrested.Is this assumption based on the fact that Brown's outfit, the 17th Arkansas was surrendered at Port Hudson in 1863 ?
It would appear as though the Dix Cartel, at least for the year 1863 ,was a dismal failure, from the Union's point of view.( Gen. Cameron 1865 Lafourche vs. Brown, and the paroled C.S.A. force from Vicksburg at Mansfield in 1864). In a war of attrition, why was the Union "playing the Confederate's game".
