I think you are right to be skeptical of this report. Around April 7, 1864, a boatload (the Polar Star) of Confederates headed upriver for exchange were turned around and sent back to prison in New Orleans. The exchange totally fell through after the Yankee debacle at Mansfield and Pleasant Hill. It would be highly unlikely that any other Confederates were exchanged a few days later, especially given that the soldiers on the Polar Star that day were not exchanged until July 22.
