General Order # 55 Dept of the Gulf

Hdqrts.Dept. of the Gulf, Alexandria, May 1 1864
532 prisoners of war caplured during the Teche campaign during October, November, and December 1863 and delivered on parole by Maj. Gen. Wm. B. Franklin at stage section midway between Vermilionville and New Iberia on 12.5.63 are now at Camp Parole New Orleans are hereby declared duly exchanged and will at once join their regiments.
An equivalent number of Confederate prisoners having been delivered at Blairs Landing on 4.20.1864.
This exchange takes place under the Cartel dated 1.4.64 by Maj. Gen. R.S.Taylor and Maj. Gen. M. Levy (prisoners exchange) by command of Maj. Gen. N.P. Banks,

It is my understanding that following the battle of Bayou Bourbeau Gen./ Col. Tom Green arranged the Union prisoner part of the exchange with Gen. Franklin at this stage section, partially because the Confederacy could not attend to their medical needs,feeding the Union forces, and as Winter was approaching, attending to their clothing issues as well.
But for the Confederate part of the exchange, am I to understand that the Confederate were exchanged at Blairs Landing on 4.20.1864 while the forces of Gen. Banks are between Grand Ecore and Monetts Ferry in full retreat ?
