The Richmond Depot produced flags until at least March 1865 and, as I have stated, all through 1864. The units that lost flags at Cedar Creek in October 1864 got new flags, for example.

The 8th Louisiana would indeed have been issued a replacement flag for the one lost at Rappahannock in November 1863. You may or may not find the QM form for it in their CSRs. Keep in mind, the paperwork that the CSRs contain is what survives from the war; not all that was produced by the regiment during the war. Lots of documents got lost when Richmond fell for example and others were retained by officers at times. The QM records for the 13th North Carolina were retained by the unit quartermaster and they reside today in the library at the MOC.

So the QM form for the replacement flag might not be there but that does not mean they did not get a replacement. Flags were crucial to the command and control of a regiment in combat so something had to replace those flags.
