You posted your original query less than 48 hours before you posted this. I am curious. Do you really believe that the participants on this forum have nothing better to do than monitor this board constantly, drop everything they are doing upon receipt of a new post, and hasten off to do your research and provide you with the location or transcript of an obscure proclamation from 150 years ago, whenever your schedule determines that you want it? And do you really believe that if they do not accomplish this in less than two days, then that is some sort of proof that the document does not exist?

On behalf of all the participants of this forum, I would like to thank you for your extremely high regard for our abilities. I don't know that I am as appreciative of your apparent belief that none of us have actual lives, but your faith in our all-encompassing knowledge is inspiring.

But if I were you, I might keep looking for that document - especially since you now have a better idea of when it was written. Or at the very least, give us another day or two to find it for you. (Good luck with that.)
