Steve, I think the Confederates probably just assumed the Yanks would make another Red River incursion in 1865. With hindsight we know now that was not the case, but no one at the time knew the war would end so abruptly in 1865. The Red River Campaign showed CS authorities the need for more defenses along the Red River and they began to take the appropriate steps.
