I found his records in two places, Anderson-Borland's Regiment, and in M331 Compiled Service Records of Confederate General Staff Officers, etc, etc.

Nothing prior to 1864.

George Martin

Assistant Surgeon, Anderson's Texas Cavalry Regiment, appointed May 1864, present on September & November 1864 Regimental Returns, January 1865 RR recorded as Absent on 60 days leave, present on March 1865 RR,

M. E. Williams, Assistant Surgeon, Anderson's Regiment, present at Post of Camp Groce, near Hempsted, Texas for the month of October 1864, & December, paroled June 21, 1865 at Shrevport, La.

There is also a M. G. Williams, Assistant Surgeon who was at Cassoille, Ga. December 13, 1863 at Fleivilles [?] Hospital. The other 6 cards in his file are unreadable on line.
