"Jesse's gang of cut-throats"

I came across this in the "General News" section of the April 3, 1865 edition of the Hartford Daily Courant.

" A party of scoundrels arrived in Indianapolis a few days agp frpm Kentucky after fugitive slaves. They were from Carroll and other adjacent counties, and two or three of them were at one time members of Jesse's gang of cut-throats.The slaves that they came after are the wives and children of Union soldiers."

Does anyone know who "Jesse's gang of cut-throats were?
