Ft Donelson POWs

My gg-grandfather was captured at Ft. Donelson and spent about 7 months as a POW at Camp Morton. I'm trying to figure out why, as, at the time, it was the practice to parole prisoners.

I've read that Jefferson Davis had issued a proclamation that paroled Confederates should violate their paroles and go straight back to fighting, which would explain it, except that prisoners were paroled at Shiloh, so it doesn't seem to have been an issue then, so why was my gg-grandfather still a POW?

Does anyone know and can point me to a good source?
