Enlisting on both sides?

I have been attempting to research my Great Great Grandfather George Wesley Bell, who I know served in the 13th Ky Volunteer Calvary, Company E (Union). Saturday, in my mail, I receive a packet from a distant relative who is quite ill, stating that she thinks he enlisted in the Confederacy as well, and that it was not uncommon to do that for "Enlistment fees". She thinks he may have enlisted H company, 13th calvary of Tennessee Oct 1862 then joined the Union Army Aug 13, 1863. Is there any way to make a positive ID as to if this is the same Wesley Bell???? At the time of his death in 1900, he was living in Putnam County TENN. His widow did apply for a Union Pension.
