I'm a little skeptical of this site as a pre-war location of Colbert's Mill. I believe the information comes from Thorburn's 'History of Oklahoma'. The below is from Patti Rochette's book. An iron wheel seems unusual, though possible, for the time. Maybe the same mill with the iron wheel upgrade later.

Bourland in North Texas and Indian Territory During the Civil War – Fort Cobb, Fort Arbuckle, and the Wichita Mountains; Patricia Adkins-Rochette; p. 162

Chickasaw Governor Winchester Colbert (1810-1880)…lived 10 miles north of Tishomingo at Pennington Creek and now OK State Hwy 7, Johnston County. A remaining artifact of his home is a 30-foot diameter iron waterwheel — that still works — in the Old Ballard Park. He became the Chickasaw Governor in Aug. 1862 then his home was burned in Feb. 1864 by Union Col. W.A. Phillips’ command, so he moved his family to Texas. He married Annica Kemp, who was buried in the Boyd’s Oil Springs Cemetery (now Johnston Co OK). per Thoburn’s History of OkIa., p98.
