Mike,
No luck identifying a Rev. T or S Folsom but I did find that Col Sampson Folsom was appointed Financial Agent of the Choctaw Nation in January 1865. I've never seen Sampson referred to as "Reverend". Could it be that "Rev. S Folsom" is Col. Sampson Folsom?
