The Constitution of the Provisional Government of the Confederate States of America was published.

An advertisement announcement for the Floyd Cavalry stated “ YOU ARE HEREBY COMMANDED to attend a Dress Parade at the Parade Ground, on SATURDAY, the 16th inst. An Election will be held for non-commissioned Officers. A full attendance is required. By order of Capt. Cothran “

Also an announcement that an election of “a Captain and 1st, 2d, 3d Lieutenants, will be held in every Militia District in Floyd County on Saturday 23rd day of this month (February)..” The announcement went on to explain that the elected Captains then had the responsibility to organize their districts and enrolling persons liable to do military duty.

Week ending Saturday April 13, 1861

Five companies participated in a parade in Kingston despite inclimate weather; The Floyd Cavalry, Capt. Wade S. Cothran; The Rome Light Guards, Capt. E.J. Magruder; the Cherokee Artillery, Capt. M. A. Stovall; the Etowah Cavalry, Capt. Watts; and the McDonough Guards, Capt Rouch. Later in the week the Rome Light Guards and the Cherokee Artillery were received as a portion of Gen. Phillips volunteer Brigade and officers were ordered to report to Marietta.
