1865 exile of Savannah citizens

Looking through March-April 1865 issues of the Savannah Republican newspaper, the
Union occupation force exiled many Savannah women and their children, shipping them by
boat up the Savannah River toward Augusta. Their crime? These women had husbands
that were officers in the Confederate military. I have a great-great-great aunt that was
a victim of this edict.

Since the Savannah Republican in 1865 was sporadic or missing issues, I can't determine
much more than what I was able to locate.

Does anyone know more specifics about the decree and who authorized it? Just two weeks
from Lee's surrender surely the Union forces knew the war was in its final phase.
