I do not believe one can make application. My sense is that one needs sponsorship by a member of the United Daughters of the Confederacy (UDC).

These ladies cherish the medal which they hold dear.

In my case, I have worked for over 12 years on research of the East Tennessee 43rd Tennessee Infantry with the lady who sponsored me.

We've provided the research and accomplished the paper work for placing 77 tombstones at Vicksburg for East Tennessee soldiers, verified the burial and procured a marker for Captain Cawood of the regiment at Pt. Clear, Mobile Bay, Alabama, found a member MIA for 135 years, and developed a descendants organization of over 200 members.
