Alan is correct - it is the huge M-346 files that you need to work in. I have been doing so for years and have the entire file tuns for the three flag makers for Mobile (Jackson and Sarah Belknap and James Cameron) and those are pretty detailed. The flag maker for Augusta, Jacob Platt, has some stuff but not for the flags of 1864 sadly.

The National Archives has depot order books as well as telegrams and correspondence books that cover the depots. There is not as much of a paper trail that one would think still exists - at least I have not found that much of one after years of digging.
