Thanks for the clarification George.

The NC system raised ten regiments of State Troops, numbered 1 through 10, in 1861 for service within the state (but later tendered to CS service). Eight of these were infantry regiments; 9 was also called the 1st NC Cavalry; and 10 was also called 1st NC Artillery. The State Troops units retained this designation for the war.

Fourteen volunteers regiments were created, also number 1 through 14. Because of the confusion with two 1st North Carolinas. etc., in late 1861 the volunteer regiments had a "10" added to them - making the 1st Volunteers the 11th North Carolina Troops; 2nd Volunteers the 12th North Carolina Troops. etc. Starting with 25, the regiments of North Carolina Troops were numbered consecutively.

Then you add in State Reserves, etc. and the mess continues.
