I have never heard of the troops washing their flags before - that would be indeed new to me if it ever happened.

I have the report and the pertinent paragraph states:

"There is no evidence of lettering on the disc that has now faded. The markings seen with transmitted light are clearly on the wool/cotton fly fabric and may have migrated into the fly fabric when the ink was applied. The discs were attached when the flag was initially constructed as there is no evidence of any alterations."

I have not read this report in years (2003 when it was done). Based on this, I think that with men who were tailors that made these flags quite often the old discs were replaced and done in such a way that it is not discernible today. This is especially true with the residue old the old markings being on the field itself under the discs.
