This appears to be an ANV Fourth Bunting issued from May 1864 into September.

Four of the Texas regiments of Ector's Brigade got these as well despite serving in the West and that was done thanks to one of their officers being in Richmond in May 1864 and getting them from the depot. This may be the case here. Someone from the battery or artillery regiment they belonged to was in Richmond. The guy who found the source for the Texas flags found it in a diary if I correctly recall. It can be seen in the book "Texas Fags" by Robert Maberry and he cites the source.
