The 19th Mississippi Cavalry Battalion was increased to the 8th Mississippi Cavalry regiment in May 1864 and this capture took place in July. It may have been issued to the 19th Battalion but it was serving the 8th Miss. when it was captured. This is from the Sifakis book and the CSRs (which has the regiment being created in February 1864 so Sifakis may be wrong).

Tom Parsons in his new book on AJ Smith versus Forrest and SD Lee also has them as the 8th Miss. Cavalry. He has some good details on the capture of this flag and that of the 6th Miss. Cavalry in it.
