With Ken's help and the help of the curator at Appomattox, this flag is indeed the one taken by a young George Custer at Williamsburg. Based on the research that I did only two of the Confederate regiments there attacked the Federal lines - the 5th NC, who lost their ANV silk flag (this was the one mistakenly sent to Arkansas after the war) - and the 24th Virginia Infantry. This flag is from the latter regiment but I am not sure if it was being used as the regimental banner or came from one of its component companies.

It is a VA militia era flag which can be proven by the presence of the Federal eagle around the VA coat of arms.

There are some post-war newspaper articles that describe this flag to a "T" as having been the one donated by Mrs. Libby Custer and having been taken at Williamsburg. The book on this battle is the source for only two CS regiments attacking there.
