That is, on average, the size for a depot issued National or Regimental Colors.

The flag looks good but I hope that they are smart enough to not leave it hanging like that. Without a close look at it, I’d say most of the fly damage is from displaying it like that. They should seek professional help, on displaying the flag , storage & cleaning.
