I was contacted about a "Citizens' Flag" which was deposited in a local library during 1892. I was wondering if others had seen or heard this term. The flag has 34-stars, made from wool, and is 76x154". I'm thinking it might be a recruiting flag because of the size. Army regulations state a recruiting flag should be 52x117". The ratio of hoist to fly is .444 on the regulation flag and .494 on the "Citizens' Flag". Any other suggestions.
A search of the local newspapers of 1892 hasn't yielded any information.
