Frederick,

The 12 star flags in the west, those of the Bragg pattern and the later Mobile Depot patterns, are thought to have been influenced by the Gen. Beauregard HQ flag of 1861 - which only had 12 stars.

That flag had been sent to Mobile for safe keeping at some point and would have been known to regional flag makers.

The Bragg patterns date to February/March, 1862 and the first Mobile Depot flags show up in October, 1863.

Kentucky becomes the 13th star in December, 1861. This came after the secession convention of November in Russellville (about 28 miles from where I live).
