The NHC is one particular source that I have used. I guess I should have used, maybe, the older term of masthead pennant instead of commission pennant, both where used in the same manner.

Commission pennants, for this period, are based on tradition, not necessarily on regulations. Since most CS Naval Offices were ex US Naval officers, they continued the traditions of the long pennants adopted from the British navy, usually 3/4 plus, length of the ship but not to exceed the length of the ship. Masthead pennants were used in the same manner but the length was determined by the number of men manning the ship, not to exceed the length of the ship, however. This usually applied to sailing ships. Coal power ships the pennants got smaller, with the diesel ships of WWI & WWII the commission pennants are even smaller.

The pennant that Martin is asking about, appears to be a modern reproduction of a pennant used by the Confederate Navy, as a masthead or, maybe, a Jack pennant, similar to one in a private collection. The Gentlemen also has several US Naval pennants dating to the CW, the longest is 384 feet.

The pay pennant or modern day name, heading home pennant, in the old days the pennant length was one foot per man on the ship but not exceeding the length of the ship. The pennant was cut up at the end of the voyage, the captain receiving the canton, each man their one foot section with their pay.

Wall banners as put forward in this thread where used as decoration for political gatherings or other patriotic gatherings, commonly referred to as decorative bunting, like fan bunting. I’ve seen wall banners with similar star patterns, referring to the post Colonial period, but I’ve never seen one in a pennant banner pattern as suggested.
