The ANV flags were cut from bulk cloth as follows:

three red pieces of bunting (two by 18 inches wide and one by 12 inches in 1862 - 9 inches in 1863)
three pieces of blue bunting
26 cotton stars
three pieces of orange (if First or Second Bunting flags) or white wool edging (for Third Bunting and later flags)
four pieces of cotton tape for the fimbration
one canvas hoist edge

These were then taken home and sewn by women working for the depot, which explains why some of these flags have hand stitching and machine stitching on them (if the woman had a machine). After making them according to the Richmond Depot specs, they flags were brought back, inspected and pay vouchers issued and it started all over again. By mid-war the depot had 3000 women working for it and almost all at their homes as the building was not big enough to house them (John Coski and I pinpointed where it was on an 1861 map of Richmond).

I have not seen one with an inspector's mark on them before and I think this is a nice find. The National Archives has payroll vouchers for the depots - thousands of them.
