The US Government manufactactured three different types of Round eagle plates. They all were about 2.30 to 2.50 inches in Dia. One was a round eagle waist belt plate, one was a round eagle cartridge box belt plate, and last was the round eagle NCO and bayonet belt plate. The first one was worn around the waist as a belt and the last two were worn on a belt that came across the shoulder. Can you see enough detail to make out the eagle and he is wearing it around his waist, then he is wearing a round US eagle waist belt plate (1861).
