This act was Illegal under the commerce clause of the United States Constitution. It was an Act of War as the federal government had no authority to Blockade any port of any of the several States of the Union. It was Illegal during the Nullification Crisis of 1832 and it was Illegal December of 1860 at Fort Sumpter.
